MADRON PARISH COUNCIL
Members of the council met at Madron in March when there were twenty two members of the public in the audience.
The company was addressed by Sarah Mason of Cornwall Association of Local Councils, who replied to the enquiry concerning the retention of rock salt in the village, for use after a snowfall. She explained that Cornwall Council is to conduct a review, to which the Parish Council will reply, and she said that gritting is permitted by trained volunteers on minor roads, car parks and dangerous places.
The principal topic was that of the matter of the Parish Council becoming a trustee to the Playing Field Association. It is critical that there should be clarity regarding the type of trusteeship, whether it be custodial or sole because there are financial implications and, when the proposals have been ascertained, she will be able to give appropriate advice on the matter.
The company then moved to the billiard room where a presentation was given by a representative of Cornwall Council on the proposals to develop the field adjoining Trafalgar Way. After discussion, the Parish Council agreed in principle but members pointed out that, at an early stage, detailed consultation must take place with members of the public who have a right to express their views.
Police report. Between February 13 and 14 in Madron, the rear window of a parked vehicle was damaged, possibly by gun pellets. During the same period, a large wooden dividing panel on an allotment was pulled down and broken. An altercation occurred between four men in the Gulval area where damage was caused to a private vehicle. Two panels of a wooden fence at the front of a private house in Madron were splintered by unknown means. Blocks were kicked off the front wall of a house in Fore Street, for which offence a young male has been charged with criminal damage.
Comments from Cornwall Councillors. Mr Bill Maddern was most disappointed to learn that, despite his efforts, the PACT meeting in Madron had yet to be arranged; he intended to pursue the matter.
Planning applications. Amongst matters placed before councillors were a request for change of use, conversion and extension to a barn to form holiday accommodation at Lady Downs Barn, Higher Trye, Newmill; variation of a condition, to allow year round holiday occupancy at 27 Old Court, Kenegie Manor, Gulval; installation of a wind turbine at Moor Vue Farm, Newbridge; and formation of an access ramp at 12 Fore Street, Madron.
Other planning matters. An appeal has been lodged against the refusal by Cornwall Council to grant an application for the construction of a single storey extension at the Old Barn, Mulfra, Newmill.
The discoloured water running away at Badger’s Cross, possibly from Castle an Dinas Quarry, was tested but no pollutant was detected.
Public rights of way. It was reported that the stone bridge in the middle of Trevaylor Woods was washed away some months ago, making it impossible to use the footpath through the length of the woods. Although this is a permissive path, because of the iconic nature of this local beauty spot, it was resolved that the clerk should write to Cornwall Council to ask that a bridge kit be installed at this location.
Clerk’s correspondence. The council agreed to write to the Primary Care Trust and to the Secretary of State for Health, demanding that, pending the result of the review of the Independent Reconfiguration Panel, cancer patients must retain their right to undergo surgery at Truro, if they so wish.
Cornwall Council is asking for details of any properties which have been unoccupied in the long term; it was agreed that the former Trythall Church falls into this category, and the hope was expressed that this building might be returned to use.
Aggregates Levy Sustainability Fund. It was agreed that the council should award the grant to Madron Playing Field Association for the erection of a shelter on the play area for use of young people. However, the proposed shelter is made from wood and it was agreed that this would not be appropriate and the Association will be asked to submit suggestions for a shelter of metal construction.
Grants by Madron Parish Council. This being the last meeting of the financial year, it was agreed that the council will make grants to Tanya’s Courage Trust, Trythall School for the bottle greenhouse project, Landithy Hall for payments to the gardener at the Memorial Garden, Gulval Village Hall, Cornwall Air Ambulance, Marie Curie Cancer Care and West Cornwall Women’s Aid.
The next meeting will be held on Thursday April 1 at Trythall School.
